Forewarned, Not Forearmed

Now divulged, a 2007 RCMP intelligence report focusing on the mental state of former Mountie- turned-killer, convicted to life imprisonment, Kevin Gregson. The report gave ample warning that the implacably divergent young man who desperately wanted to be an RCMP officer, but found it impossible to police his own violent tendencies, was seen to be "extremely unstable".

The report did not mince words, stating that the man was held to be "on the verge of harming persons". A dire threat assessment by an RCMP intelligence unit, that was filed two years before the man killed Ottawa police Const.Eric Czapnik. In an act of gratuitous violence no one was evidently prepared to acknowledge might be a possibility for a man who had disgraced himself as an RCMP officer and who rang alarm bells.
"It is the writer's opinion (that) K.G. is extremely unstable. He has the ability and the means to commit further criminal acts and from past statements and actions, appears to be capable, and on the verge of harming persons other than himself."
Due warning. Did due diligence ensue from that warning? He had disrupted the privacy of the-then RCMP head, in Ottawa, despite court orders that should have ensured he discipline himself to more predictable behaviour. But this is a man who was convicted of threatening others, and even so, he remained in the national police force.

He had a police record all his own; convicted of a break-and-enter before even joining the RCMP. But a different standard of eligibility is held for Canadians with an aboriginal heritage. Even though Mr. Gregson had been adopted as a baby by a couple living in Ottawa, and had never been exposed to his heritage. Enough to exonerate him from responsibility, however.

He stole audiovisual equipment from a church, yet he was a devout Christian in the Mormon church. Where he also threatened a cleric of the Mormon church, with a knife. He was pardoned for his offences, while remaining with the RCMP. He also assaulted a prisoner, but was acquitted of charges. He was placed on unfit-for-duty leave, and later fired from the Force.

His violent manipulation and brutality toward his family, his parents, siblings, and three successive wives, as well as his children should all have served to identify him as a general threat to society But it took a murder in 2009, outside The Ottawa Hospital of a member of the Ottawa Police Force that finally brought him to justice.

Odd, the physical resemblance between Kevin Gregson and another murderous psychopath, Col.Russell Williams....
