Paul Bernardo is the most notorious rapist, child-killer in Canada. His crimes of predation on women and girls shocked the nation. He tortured and raped, then murdered two schoolgirls, then raped and murdered his obliging wife Karla Homolka's 15-year-old sister. He and his then-wife were responsible for the deaths of 15-year-old Kristen French and 14-year-old Leslie Mahaffy, both of whom were kidnapped, tortured, raped and murdered. Before Bernardo turned to murder he embarked on a raping epidemic in the early1990s, was never apprehended, leaving an aura of terror in the St. Catharines and Scarborough area.

Appearing before a parliamentary committee on Monday, the Commissioner of Corrections Canada defended the decision to move Paul Bernardo, an unrepentant murderer of children, to a medium-security prison, averring he could be safely housed there. But the reasoning behind the decision to extract this man from the high-security prisons he was formerly kept in remains unclear. His wife spent a dozen years in prison for her part in his atrocities, but his term was an indeterminate one, that he never be set free into society. 

MPs on the House of Commons Public Safety Committee were tasked with studying the reclassification from maximum to medium security that was made in a surprise move earlier in the year. It seems that under the new 'consciousness' ideology that has swept the country with DEI, postmodernism, cultural relativism and empathy for the criminal class, the motivation though unspoken, may have been to enrich the incarceration experience of this man, who as a certified psychopath utterly lacks empathy for anyone else and feels no need to address the impact of his sadistic malevolence in sexual violence pathology.

The decision to transfer this monster arrived out of an extensive internal review at Corrections Canada. In their concern over improving the well-bring of Bernardo it appears to have occurred to no one in authority that it might be a good idea to alert the French and Mahaffy families prior to the transfer taking place; likely it did occur, but the decision was taken to act, rather than help set in motion actions brought by the French and Mahaffy families to stop the transfer from taking place.

When news broke, back in the summer of the fait accompli, the public was outraged, demanding an explanation. And that demand, naturally enough, led to the striking of a parliamentary committee to look into the matter, reflecting in part the disturbance felt by many parliamentarians at this flouting of a judge and jury's decision on the federal justice system's obligation to punish this inhumane transgressor of humanity's most sacred right; that of life itself.

The Commissioner stood before the committee to state that irrespective of Bernardo's viciously savage history as a predator of the first order, he 'qualified' for the transfer based solely on the internal correctional system's rules. According to Ms. Kelly, the medium security facility to which Bernardo was transferred has the very same high walls, guard towers, food and size of cells. The difference, she stated, was that there Bernardo was permitted more time away from his cell and with other prisoners, enabling him to take part in more programming.

In previous testimony, she raised the issue of Bernardo's life being in potential danger from other inmates in maximum security. No one could possibly be over-concerned over harm being done to this man while in the prison system. Yet with that issue in mind, allowing him more time out of the protection of his cell, and greater time in the company of other prisoners viewed in the light of his personal safety, the original concern seems to have been set aside.

Because of the nature of the crimes he committed and the utter lack of remorse he has demonstrated, Ms. Kelly stated that Bernardo is considered a high risk to the safety of the public. Given these realities, any further reduction in his security classification is therefore made unlikely. The very thought of this odious killer being given even greater freedoms in a minimum security establishment is mind-boggling; one assumes that this was brought up as a reassurance it would never occur, given his ongoing public threat status. And this reassurance is meant to reflect well on the decision-making of the authorities at Corrections Canada?

The House of Commons is prepared to debate a Conservative private member's bill to prevent anyone convicted of first-degree murder more than once or classified as a dangerous offender, from being moved. When Ms. Kelly was asked to comment, she responded it would create major issues for Corrections Canada and needlessly, since the agency ensures at all times that people who cannot safely be moved away from maximum security must remain there.

The noxiously infamous killer, torturer and rapist Paul Bernardo whose sexual predations made him a notorious and reviled figure in the early 1990s in the area of St.Catharines, Ontario, as a violent psychopath who abducted two teen-age schoolgirls with the knowledge, assent and active participation of his then-wife Karla Homolka held the entire Toronto area in speculative suspension and fear until his identity was revealed and he was taken into custody. 

 

But not until he had frozen the security of a wide community of women, fearful of being his next victim, and not until he had murdered 15-year-old Kristen French and 14-year-old Leslie Mahaffy after torturing and raping them. Following those atrocities up with the rape and murder of his own wife's younger sister Tammy -- again with his wife's active engagement in these unforgivably heinous acts perpetrated on the vulnerable within society.

Now, the commissioner of Correctional Service Canada has announced it was her personal decision, an "exceptional" move, to authorize the release of personal information on the decision to move the serial killer from the maximum security institution where he has spent the last 28 years behind bars to protect the public from his vicious criminal acts of unspeakable dread. Note that the reasons behind the decision to move this monster to a medium-security prison were withheld after a public outcry to 'protect' his 'privacy'.

For his crimes this malevolent rapist-child killer was sentenced to a an indeterminate life sentence. The review just released by Correctional Service Canada reveals that there were 14 instances when Bernardo's security classification was reviewed between 1999 and 2022; each time -- unbelievably -- noting that he met the criteria to be moved to a medium-security institution. A declaration that is mind-numbingly incredible. In that a lethal predator guilty of three ghastly child murders, of raping 18 women is worthy of release from high-security detention.

That although he is said to have met the criteria to be moved to an infinitely more relaxed prison environment, they were "overriden" in reflection of his personal safety risk that led to his interactions with other maximum-security offenders being carefully restricted and controlled. This focus on humanitarian empathy for the safety of a monstrous psychopath, the sensitivity to his well-being, and to his right to privacy, strikes at the very heart of meting out punishment of life incarceration for crimes too wantonly horrendous for most people to imagine.

The review committee acknowledged the shock experienced by the families of Bernardo's victims when news of his transfer was conveyed to them the very day of his transfer. The committee, states the review, "recognized that news of the transfer, including the nature of notification, caused emotional distress for victims", a rank understatement of reality. However, commissioner Anne Kelly took pains to emphasize that the Canadian correctional system is fundamentally based on the rehabilitation of offenders.

Tone-deaf to the ongoing grief of the families and victims, much less to the public mood on hearing of the 'rehabilitation' and potential release from maximum security of a man far better off dead than to be reintegrated even into prison society for actions that made him acutely unredeemable. Since Canada does not have the death penalty, the alternative is life in prison, but a sentence of life imprisonment in Canada usually equates to two decades locked away from harming the public, at the very most.

Despite the commissioner of Correctional Service Canada mouthing her and the institution she represents wish to ensure that "Canadians have confidence in our decisions", those very decisions disqualify her and the institution she serves from the confidence of the Canadian public. Her declaration that "We want justice to be served" is meaningless in the context of her contentions against the bleak background of the Bernardo incarceration imbroglio.

Bernardo, known as the Scarborough Rapist and the Schoolgirl Killer, is a vicious psychopath who for years preyed on women, managing to sexually assault dozens of women, leaving the community in a state of dread and foreboding until he was finally unmasked. A young married man, his wife Karla Homolka, aided and abetted her husband's sexual rampages. Under the purview of Canada's infamously progressively 'woke' Prime Minister Justin Trudeau all the arms of government have been persuaded to follow the agenda he promotes.

When news was released last week that the sadistic rapist-murderer of two schoolgirls -- who had been kidnapped and tortured by Bernardo and his wife, 15-year-old Kristen French and 14-year-old Leslie Mahaffy -- had been transferred from the maximum-security institution where he has been imprisoned for the past 22 years, to a medium-security prison, the public erupted in confusion and fury. Correctional Service Canada has refused to issue an explanation for the decision.

 

It has, instead, cited the need to defend this mass rapist-murderer's right to privacy. Nationally, experts in the justice system, critics and politicians representing the political spectrum expressed their outrage, all the more so that the department refuses to justify its decision to make that transfer, citing privacy legislation. Former governing officials of Correctional Service Canada have cited the need to be more transparent, that the move should be explained to Canadians.

Bernardo's conviction of the kidnapping, sexual assault and murder of the schoolgirls in the 1990s continues to resonate with the public. He had been convicted as well of manslaughter causing the death of Tammy Homolka, his wife's 15-year-old sister, who died after being drugged and sexually assaulted. In a case that shocked the nation, Tammy's older sister, Karla Homolka was actively involved in her husband's assault on her younger sister.

Karla Homolka's role in her husband's sexual depravity was well known. Police investigators had made a pact with her for a lighter sentence in return for her giving evidence and information that led them to a cache of videos hidden behind a light fixture in a bathroom of their house, that helped to convict her husband. Her 12-year sentence as an accomplice to her husband's horrible crimes was completed in 2005. She married, changed her name and place of residence and is now raising children of her own.

Controversy has arisen over Paul Bernardo's transfer from a segregation section of a maximum-security prison in Ontario to an 'open campus' type of medium-security prison in Quebec, prompting questions of whether increased security is seen as part of the punishment, or to ensure that other inmates can be restrained from assaulting or killing an inmate so generally loathed even by the prison population, much less deter the inmate himself from ever escaping the confines of the prison shielding the population from his presence.

Ontario Premier Doug Ford speaking in the Ontario legislature, said Bernardo in his opinion, should be on 23-hour solitary confinement, with the final hour that makes up the day directly within the general population, since "that's what should happen to this SOB".

Classification to determine the seriousness of a crime -- mental disorder, potential for violence and the "dangerous offender" designation, determines where criminals wind up in the prison system. Issues such as risk of escape and public safety are taken into account when determining whether the placement is in tight security or medium security. Bernardo is diagnosed as a severe sexual sadist with high psychopathy scores. In Millhaven penitentiary where he was held since 2013 he attended sex offender treatment programming.

His life sentence has no specified end to his incarceration without parole; he will never have a legal right to leave prison, yet he has pleaded his case for parole twice to the Parole Board of Canada, pledging if ever released he would remain near his elderly parents and when they die, he will plan to leave Ontario.

His wife began her sentence for manslaughter -- two counts for the deaths in 1991 and 1992 of Leslie Mahaffy and Kristen French, with another two years added for her sister's death; at Kingston's maximum security Prison for Women.

She was subsequently moved to Joliette Institution for Women in 1997, a multi-level facility that includes minimum and medium security. In 2000 when photographs emerged of Homolka and two other violent offenders dressed in evening wear and posing before a birthday cake, public controversy of full-on outrage emerged.
