Eluding Rwandan Justice

"Mr. Teganya was convicted and sentenced for the most serious form of immigration fraud: lying about his status as a war criminal to win asylum in the United States,"
"Based on the evidence admitted at trial, the defendant committed horrendous crimes during the Rwandan genocide and then sought to deceive U.S. immigration authorities about his past."
"Especially in the context of genocide, American asylum laws exist to protect the persecuted – not the persecutors."
United States Attorney Andrew E. Lelling

"The defendant committed unimaginable acts of violence and brutality."
"Today’s sentencing clearly demonstrates that this nation will never be a safe haven for human rights violators and war criminals."
"Homeland Security Investigations will continue to work closely with our federal and international partners to relentlessly pursue such criminals and protect our nation’s legal immigration systems."
Special Agent in Charge Peter C. Fitzhugh, Homeland Security Investigations, Boston

"Do I sentence him as a liar or do I sentence him as a murderer, or a rapist, or genocide participant?"
Judge F Dennis Saylor IV

A United Nations peacekeeping mission in Rwanda headed by Canadian General Romeo Dallaire whose inadequate and ill-equipped peacekeeping troops were unable to respond when mass violence broke out in the country teetering on civil conflict in 1994, leading to massive violent brutality later identified as a genocide when the governing Hutu population was incited to turn on their neighbours, destroying the lives of an estimated 800,000 ethnic Tutsis and moderate Hutus, horrified the world with the speed in which the carnage took place and the helplessness of the peacekeepers to restrain the bloodshed.

That same year a now-48-year-old Jean Leonard Tegana left Rwanda, travelling through Congo, Kenya and India, arriving eventually in 1999 to Canada where he settled in Quebec. He applied for asylum in Canada in 2011. An investigation into his background informed authorities that this was a man who had in fact, participated in atrocities against Rwandan Tutsis, and his asylum request was refused. He appealed the decision and years of litigation followed, despite which his removal from Canada was ultimately upheld.

He had been a medical student at a hospital in Rwanda when the massacre broke out in the southern city of Butare. Previous to which he had been active in the political party that was involved in the perpetration of the genocide, a party that his father was involved with and who himself was known to have committed dreadful crimes during the violence. As for Jean Leonard Tegana, he was helpful to the Hutu marauders going through the hospital corridors, identifying for them which patients were Tutsi.

During the ensuing mass murder, witnesses place him with the Hutu soldiers who went on their killing spree. Mr. Tegana was identified as a participant in the murder of seven Tutsi victims, as well as in five rapes. He denied any such involvement. Insisting that he was being confused with his father's actions, not his own. He stated that if returned to Rwanda he would be in danger of his life, detained without charge. On his final deportation order, he went underground, leading to a Canada-wide arrest warrant being issued.

In 2014, he was spotted by a resident in Maine in the town of Houlton, illegally crossing the border from Richmond Corner, New Brunswick. Consequently, U.S. Customs and Border Control officers moved in to arrest him. In both Canada and the United States, he sought to conceal his past involvement in the Rwandan genocide. He hoped to gain asylum in the United States, having been refused in Canada, but his past just kept catching up with him.

Federal prosecutors in Boston felt that if he could be sentenced for murder and rape, a life sentence would be applicable. But since these were crimes not committed in the United States, U.S. District Judge F. Dennis Saylor while considering the genocide "horrifying", felt unable to press those charges, and instead focused on immigration fraud. "The punishment should fit the offence", he stated, and handed down an eight-year prison sentence.

He will appeal through his lawyers who claim their client fled Rwanda because as a Hutu following the genocide anyone of his ethnic origin could be implicated. It is unlikely that any follow-up appeal would meet with success. Once his sentence has been completed in the United States, he will be returned to his country of origin, and there it is likely that the consequences of his crimes during the genocide will be revisited.

When National Good Nature Signals A National Eclipse

"What's interesting is, there's an actual debate out there whether or not these places even exist, right? You go to CNN, the BBC, and you listen to people discuss no-go areas in France, in Belgium, in Sweden, in Germany. And there's an actual debate whether this is real or the figment of the conservative imagination. I can tell you for a fact they exist. And in Sweden what that means is, and this is what the police tell me, they use the words 'no-go area.' They said, in their words, 'If we're chasing a suspect, and they cross into this no-go area, we simply stop pursuit.' And if we want to enter this area, we have to go in with an armed convoy, as if you're going into like the kill zone in Afghanistan."
American Jewish documentary filmmaker Ami Horowitz
"I can assure you that the police in Malmö are doing everything we can for suspected perpetrators to be held accountable. But we cannot do it on our own. We depend on you, and your witness statements, to solve these violent crimes. Therefore I appeal now to you: Help us."
"[The police are attempting to cope with] an upward spiral [of violence] of large dimensions."
"Malmö police are currently investigating 11 murders and 80 attempted murders. Add to that other crimes of violence, beatings, rapes, thefts and frauds, [the police are] extremely strained."
Malmö police chief Stefan Sinteus

German Chancellor Angela Merkel has distinguished herself, as the daughter of a Protestant clergyman growing up in East Berlin during the days of the Cold War, as a head of state with a conscience and a forgiving nature, and a steely resolve to lead her nation as far away as possible morally from the human rights failure it had become under the Fascist regime of the Nazi German Socialist party, when its focus was on murdering millions of Jews, homosexuals, gypsies, political opponents and those generally regarded as human detritus.

The de facto economic and ethical captain of the European Union, Mrs. Merkel has suffocated her country under a blanket of human bodies -- these not the millions of Jews who had been gassed to death, their remains cremated into industrial dust to fertilize the agriculture of Europe for generations, but the living immigrants and migrants streaming out of war-afflicted Muslim countries of the Middle East, Southeast Asia and North Africa, to find haven in avuncular, receptive Germany. France most generously took in Muslim emigrants from former colonies, itself.

And between them, each can proudly claim to have been the recipient of an immigrant Muslim population numbering equally roughly six million. Famously, Europe's indigenous demographics are in decline; the wholesale planting of immigrants from the Muslim world has given new life, as it were, to the declining populations of Europe. While at the same time, transforming their cultures, values, laws and heritage priorities to an hitherto unrecognized degree. Yet for Mrs. Merkel, Germany's sacrifice of its future as a German Christian state is not complete; she dictates to Greece and other unwilling countries that they too must undergo a similar process of acceptance and decline.

The emergence of great swathes of territory in these countries swamped with the presence of Muslims whose religious ideology, heritage, culture, law, values and priorities are so starkly different from those of the host countries has created areas in towns and cities that have become foreign enclaves known otherwise as ghettos. Areas, furthermore, where it is clear by the prevailing atmosphere of hostility that none but Muslims are welcome. And within those areas crime reigns supreme alongside Islam.

If such an area is one where polyglot languages are spoken reflective of the various countries which coughed up their citizens to have them migrate elsewhere, and where the national garb reflecting the culture they left is a common sight everywhere on the streets, and the animosities that exist between sects of Islam has been imported alongside the searing hatred of infidels and Jews, and a snarling distance arises at the presence of people whose country it was before the foreign invasion, where police, firemen, municipal workers and ambulance attendants fear to tread, it becomes a 'no-go' place of fear.

This is what has happened in a number of Western European countries. Eastern European countries, witnessing this transformation and all the ills portending for the future, let alone the difficulties of the present, want no part of it. In Sweden, authorities sneer at the very suggestion that such conditions have become common there, and the liberal press accommodates that denial by scoffing at the idea of 'no-go' zones as a right-wing offensive against Muslims, even while statistics tell an interesting story more resembling of realities.

Produced in 2017, statistics inform of an unemployment rate of 4.3% for native-born Swedes, with the number of unemployed swelling to 22.1% for those born abroad, emigrating to Sweden. The resulting welfare state for which Sweden is well known has taken on an impossible burden, where Swedish taxpayers are left with the economic cost of sustaining that vaunted welfare state, itself having had to cut back services reflective of the difficulties in matching needs to resources.

Stockholm police inspector Lars Alvarsjo published an essay in 2016 in defiance of the Swedish government's rebuttal of claims of 'no-go' areas and difficulties imposed on the country resulting from immigration from Muslim states. In that essay he warned the Swedish legal system is approaching collapse, that the influx of asylum seekers has resulted in ethnic gangs overwhelming the country, leaving its police force unable to cope. Where in many city suburbs criminal gangs are in control and theirs are the rules. Where police, fire brigades and ambulance personnel come under violent attack.

Local police in Malmo with its population of 300,000, are incapable of responding to the crime rate which is equal to those reported in vastly larger cities. Their time is spent responding to murders so that less serious crimes go without investigation and the criminals are unpunished in that city with its huge influx of Muslims. Malmo's chief prosecutor Ola Sjöstrand stated his office was nearing total collapse in failing criminal investigations.

As of March 2017, Malmo's emergency ward will lock the doors of its hospital services at night representing a precaution resulting from repeated violent threats from gangs or clans. In January 2017, Malmo's police chief, Stefan Sintéus, appealed to residents for their voluntary assistance to  contain violent crime and deadly gang shootings roiling the community, and which the police are too short-staffed to handle:"Help us to tackle the problems. Cooperate with us."

In the town of Orebro, central Sweden, police officer Peter Springare posted his experience on Facebook in February, that the presence of migrants is responsible for the vast majority of serious crimes, where the police force has been challenged to deal with never-ending crime. Drug crimes, rapes, robberies, aggravated assaults, murders, extortion or violence against the police, perpetrated most often by those named Ali, Mahmoud or Mohammed. Whose origins were Iraq, Turkey, Syria, Afghanistan or Somalia.

On June 7, it was reported that British citizen Grace "Khadija" Dare had brought her 4-year-old son, Isa Dare, to live in Sweden, in order to benefit from free health care. In February, the boy was featured in an ISIS video, blowing up four prisoners in a car (pictured above). The boy's father, a jihadist with Swedish citizenship, was killed fighting for ISIS.

No Nation Any Longer An Island of Peace

"Canadian citizens have rights and responsibilities. These come to us from our history, are secured by Canadian law, and reflect our shared traditions, identity, and values."
  • Freedom of conscience and religion;
  • Freedom of thought, belief, opinion and expression, including freedom of speech and of the press;
  • Freedom of peaceful assembly; and
  • Freedom of association.
"In Canada, men and women are equal under the law. Canada’s openness and generosity do not extend to barbaric cultural practices that tolerate spousal abuse, 'honour killings', female genital mutilation, forced marriage or other gender-based violence. Those guilty of these crimes are severely punished under Canada’s criminal laws."
Discover Canada -- Rights and Responsibilities of Citizenship

The citizenship guide that all newcomers to Canada through immigration and the refugee intake program are given to study, obviously takes the position that having read this outline of what it means to be Canadian and adapting to the values, the social culture and the law, nothing further needs to be done to ensure that the lesson is deeply imbibed, respected and followed in an effort to assimilate. Having been introduced to the theory and the expectation, there is no measure of follow-up.

When immigration authorities interview those expressing an interest in emigrating from their home countries to Canada, an effort is certainly made, admittedly on a superficial level, given time constraints, to determine how well applicants would appear to present as to their ability to 'fit in'. In the same token it is not quite possible in a brief interview to delve deep into the belief system and character of another person.

How then to determine whether that person has a tendency toward violence, harbours ill intentions, is misogynistic and inclined to indolence so as to be a burden on the welfare system? Much less whether the women he claims are his wife, his wife's sister, his own sister are not his multiple wives? It is true that medical tests take place and those who will be a further burden on Canada's universal health care system will be omitted. How to test for mental illness?

A recent poll asked Canadians a number of questions to attempt to determine the public pulse on universal Canadian attitudes toward immigration and the intake of refugees. Canada annually accepts roughly a quarter-million applicants for immigration. Of those polled, 78 percent felt immigration produces a better Canada, alternately makes little difference, while 83 percent felt we can enhance our own culture with adding those of others, and 79 percent felt that Canadian immigration figures are fine.

However, the CROP poll of Canadian attitudes toward immigration also found that 74 percent of respondents are in support of implementing "a test of values to identify (potential immigrants) who harbour 'anti-Canadian' values". Canadians are satisfied with the acceptance of a large number of people from other countries wishing to become Canadian residents and ultimately citizens in a country where freedoms are present that are absent in their countries of origin, since Canada has always been recognized as a nation of immigrants.

But a nation, nonetheless, with its own broad culture and system of values and laws upholding those values. In the last few decades the introduction of militant, fundamentalist Islamism, focused on traditional Islamist jihad where non-Muslim countries are seen as per the Koran as 'countries of war' while Muslim countries are 'countries where peace reigns', reflects the Islamist concept that any country and its people who refuse to surrender to Islam is at war with Islam, and Islam is pleased to return the compliment.

Canadian immigration authorities make an effort to allow into the country those deemed to be assimilable. In the past that was never a problem; by the second and third generation those entering and living in the country and obtaining citizenship were no different in their orientation and values than those Canadians considering themselves indigenous; not the real indigenous First Nations peoples, but those born generation after generation in Canada.

Within the Canadian Muslim population, more than any other previous wave of immigrants, cultural, ethnic and religious divisions of adversity have arrived into Canada. Moreover, Canadian-born Muslims representing a second and third generation have subscribed in small pockets to Islamist jihad, some becoming actively engaged in terrorism activities both within Canada and abroad. Little wonder that Canadians have become alert to the importation of adherences dangerous to the public weal.

Now that a surging refugee tide out of the Middle East, South-East Asia, North and Central Africa has descended on Europe and begun trickling through to North America, an added dilemma raises the prospect of infiltration by malign forces whose barbaric violence and propensity for bloody atrocities has riveted world attention on Islam. Canada is not immune to those forces infiltrating, and has experienced the fact that supporters and factions of the Muslim Brotherhood and Hamas, two acknowledged terrorist groups, have made inroads in the country as they have elsewhere.

Now, the top countries of alleged persecution with refugee claims on the steady rise, are Syria, Pakistan and Iraq, into Canada. All of which countries are infamous, among others in the Middle East, for their proliferation of terrorist Islamist groups. All of them harbouring vicious ill-will against the West, and faithful to Islam's sacred scriptures calling upon the faithful to remember their duty to Islam, in engaging in jihad.

Refugees and Asylum Seekers in Europe

"Across Europe, child protection systems are failing children on the move. [There is an assumption that everything is under control when they arrive in Europe, but it's actually just the beginning of a new phase of their journey."
"In parts of Germany, some of the centers for families are not suitable for children. They fall victim to violence and abuse and the staff lacks proper training."
"We are working to harmonize the standards."
Sarah Crowe, spokesperson, UNICEF, Geneva

"When Denmark nationally hosts 20,000 asylum seekers there will be fires, fights, rape and crime, because that would also be the case among 20,000 Danes."
Ulrik Pihl, former chief, asylum program, Langeland centers
In Langelan, Denmark, young asylum seekers first arrived in 2014, a handful of African boys. Danish authorities authorized the establishment on the Danish island of centers for refugee children. Local organizers responded by opening up to twenty shelters where eventually over 3,200 refugees were given shelter. The community of Langelan served a double purpose for themselves as the shelters attracted government subsidies in the millions, while their humanitarian openness provided a new future potential for asylum-seeking youngsters.

Unfortunately, Langeland's shelter network has proven to be riven with problems and abuses such as arson, conflicts, rape and other instances of sexual molestation. The scandals which inevitably ensued, questioned the rapid expansion of a generalized welcome mat. What has occurred in Denmark is reflected across Europe, with countries poorly prepared to respond to the surge of migrants and now attempting to cope with burgeoning crime statistics and the sensitive area of unaccompanied minors.

Several months ago, UNICEF issued a report that 22,775 accompanied minors had made their arrival in Europe from Africa during 2016, doubling the number that had arrived the year before. The unusually high number of those children and the need to accommodate them has defied the best intentions of receiving countries. In a word, with the responsibility inherent in responding to the needs of these tens of thousands of young people, the challenge has proven beyond difficult.

Swedish asylum center operators came under scrutiny by Humans Rights Watch, as did French and British authorities who were criticized for the level and extent of the care they proffered to unaccompanied children at the migrant camp known as the Jungle, in the port of Calais. The needs of young people leaving conflict zones in Syria, Afghanistan and Eritrea can only be adequately met when skilled staff are aware of their roles and exercise them with proficiency.

On Langeland island, in the village of Tulleboelle, two employees have been charged with sexual intercourse with minors in their care, along with being involved in other sex acts with seven young refugees, vulnerable in a new environment in a strange country at ages 16 to 18. At yet another center in the town of Praestekaergaard under the aegis of the Langeland municipality, up to a dozen refugee children were sexually molested by other child refugees.

Add those headaches to those induced by older male refugees and asylum seekers turning to crime, mocking authorities, challenging local police and involving themselves in sexual predation, becoming a threat to law and order, while government authorities try to tamp down the citizen outrage that invariably follows, and it is more than clear that Europe's generosity has been challenged by the mass influx of refugees and asylum seekers, beyond its capacity to absorb their needs and fend off the proclivity to crime among many.

  • Although the rape took place in June, police kept silent about it for nearly three months, until local media published a story about the crime. According to an editorial comment in the newspaper Westfalen-Blatt, police are refusing to go public about crimes involving refugees and migrants because they do not want to give legitimacy to critics of mass migration.
  • A 13-year-old Muslim girl was raped by another asylum seeker at a refugee facility in Detmold, a city in west-central Germany. The girl and her mother reportedly fled their homeland to escape a culture of sexual violence.
  • Approximately 80% of the refugees/migrants at the shelter in Munich are male... the price for sex with female asylum seekers is ten euros. — Bavarian Broadcasting (Bayerischer Rundfunk).
  • Police in the Bavarian town of Mering, where a 16-year-old-girl was raped on September 11, have issued a warning to parents not to allow their children to go outside unaccompanied. In the Bavarian town of Pocking, administrators of the Wilhelm-Diess-Gymnasium have warned parents not to let their daughter's wear revealing clothing in order to avoid "misunderstandings."
  • "When Muslim teenage boys go to open air swimming pools, they are overwhelmed when they see girls in bikinis. These boys, who come from a culture where for women it is frowned upon to show naked skin, will follow girls and bother them without their realizing it. Naturally, this generates fear." — Bavarian politician, quoted in Die Welt.
  • A police raid on the Munich refugee facility found that guards hired to provide security at the site were trafficking drugs and weapons and were turning a blind eye to the prostitution.
  • Meanwhile, the raping of German women by asylum seekers is becoming commonplace.
A growing number of women and young girls housed in refugee shelters in Germany are being raped, sexually assaulted and even forced into prostitution by male asylum seekers, according to German social work organizations with first-hand knowledge of the situation.
Many of the rapes are occurring in mixed-gender shelters, where, due to a lack of space, German authorities are forcing thousands of male and female migrants to share the same sleeping areas and restroom facilities.

Conditions for women and girls at some shelters are so perilous that females are being described as "wild game" fighting off Muslim male predators. But many victims, fearing reprisals, are keeping silent, social workers say.

At the same time, growing numbers of German women in towns and cities across the country are being raped by asylum seekers from Africa, Asia and the Middle East. Many of the crimes are being downplayed by German authorities and the national media, apparently to avoid fueling anti-immigration sentiments.

On August 18, a coalition of four social work organizations and women's rights groups sent a two-page letter to the leaders of the political parties in the regional parliament in Hesse, a state in west-central Germany, warning them of the worsening situation for women and children in the refugee shelters. The letter said:
"The ever-increasing influx of refugees has complicated the situation for women and girls at the receiving center in Giessen (HEAE) and its subsidiaries.
"The practice of providing accommodations in large tents, the lack of gender-separate sanitary facilities, premises that cannot be locked, the lack of safe havens for women and girls — to name just a few spatial factors — increases the vulnerability of women and children within the HEAE. This situation plays into the hands of those men who assign women a subordinate role and treat women traveling alone as 'wild game'.
"The consequences are numerous rapes and sexual assaults. We are also receiving an increasing number of reports of forced prostitution. It must be stressed: these are not isolated cases.
"Women report that they, as well as children, have been raped or subjected to sexual assault. As a result, many women sleep in their street clothes. Women regularly report that they do not use the toilet at night because of the danger of rape and robbery on the way to the sanitary facilities. Even during daylight, passing through the camp is a frightful situation for many women.
"Many women — in addition to fleeing wars or civil wars — are also on the run for gender-related reasons, including the threat of forced marriage or genital mutilation. These women who face special risks, especially when they are on the run alone or with their children. Even if they are accompanied by male relatives or acquaintances, this does not always ensure protection against violence because it can also lead to specific dependencies and sexual exploitation.
"Most female refugees have experienced a variety of traumatizing experiences in their country of origin and while on the run. They are victims of violence, kidnappings, torture, rape and extortion — sometimes over periods of several years.
"The feeling to have arrived here — in safety — and to be able to move without fear, is a gift for many women.... We therefore ask you...to join our call for the immediate establishment of protected premises (locked apartments or houses) for women and children who are travelling alone....
"These facilities must be equipped so that men do not have access to the premises of the women, with the exception of emergency workers and security personnel. In addition bedrooms, lounges, kitchens and sanitary facilities must be interconnected so that they form a self-contained unit — and thus can only be reached via lockable and monitored access to the house or the apartment."
After several blogs (here, here and here) drew attention to the letter, the LandesFrauenRat (LFR) Hessen, a women's lobbying group that originally uploaded the politically incorrect document to its website, abruptly removed it on September 14, without explanation.
The problem of rapes and sexual assaults in German refugee shelters is a nationwide problem.

In Bavaria, women and girls housed at a refugee shelter in Bayernkaserne, a former military base in Munich, are subject to rape and forced prostitution on a daily basis, according to women's rights groups. Although the facility has separate dorm rooms for women, the doors cannot be locked and men control access to the sanitary facilities.

Approximately 80% of the refugees/migrants at the shelter are male, according to Bavarian Broadcasting (Bayerischer Rundfunk), which reports that the price for sex with female asylum seekers is ten euros. A social worker described the facility this way: "We are the biggest brothel in Munich."

Police insist they have no proof that the rapes are taking place, although a police raid on the facility found that guards hired to provide security at the site were trafficking drugs and weapons and were turning a blind eye to the prostitution.

On August 28, a 22-year-old Eritrean asylum seeker was sentenced to one year and eight months in prison for attempting to rape a 30-year-old Iraqi-Kurdish woman at a refugee shelter in the Bavarian town of Höchstädt. The reduced sentence was thanks to the efforts of the defense attorney, who persuaded the judge that the defendant's situation at the shelter was hopeless: "For a year now he sits around and thinks about — about nothingness."

On August 26, a 34-year-old asylum seeker attempted to rape a 34-year-old woman in the laundry room of a refugee facility in Stralsund, a city near the Baltic Sea.

On August 6, police revealed that a 13-year-old Muslim girl was raped by another asylum seeker at a refugee facility in Detmold, a city in west-central Germany. The girl and her mother reportedly fled their homeland to escape a culture of sexual violence; as it turns out, the man who raped the girl is from their country.

Although the rape took place in June, police kept silent about it for nearly three months, until local media published a story about the crime. According to an editorial comment in the newspaper Westfalen-Blatt, police are refusing to go public about crimes involving refugees and migrants because they do not want to give legitimacy to critics of mass migration.

Police chief Bernd Flake countered that the silence was aimed at protecting the victim. "We will continue with this policy [of not informing the public] whenever crimes are committed in refugee facilities," he said.

Over the weekend of June 12-14, a 15-year-old girl housed at a refugee shelter in Habenhausen, a district in the northern city of Bremen, was repeatedly raped by two other asylum seekers. The facility has been has been described as a "house of horrors" due to the spiraling violence perpetrated by rival gangs of youth from Africa and Kosovo. A total of 247 asylum seekers are staying at the shelter, which has a capacity for 180 and a cafeteria with seating for 53.

Meanwhile, the raping of German women by asylum seekers is becoming commonplace. Following are a few select cases just from 2015:

On September 11, a 16-year-old girl was raped by an unidentified "dark-skinned man speaking broken German" close to a refugee shelter in the Bavarian town of Mering. The attack occurred while the girl was walking home from the train station.

On August 13, police arrested two Iraqi asylum seekers, aged 23 and 19, for raping an 18-year-old German woman behind a schoolyard in Hamm, a city in North Rhine-Westphalia.

On July 26, a 14-year-old boy was sexually assaulted inside the bathroom of a regional train in Heilbronn, a city in southwestern Germany. Police are looking for a "dark skinned" man between the ages of 30 and 40 who has an "Arab appearance." Also on July 26, a 21-year-old Tunisian asylum seeker raped a 20-year-old woman in the Dornwaldsiedlung district of Karlsruhe. Police kept the crime secret until August 14, when a local paper went public with the story.

On June 9, two Somali asylum seekers, aged 20 and 18, were sentenced to seven-and-a-half years in prison for raping a 21-year-old German woman in Bad Kreuznach, a town in Rhineland-Palatinate, on December 13, 2014.

On June 5, a 30-year-old Somali asylum seeker called "Ali S" was sentenced to four years and nine months in prison for attempting to rape a 20-year-old woman in Munich. Ali had previously served a seven-year sentence for rape, and had been out of prison for only five months before he attacked again. In an effort to protect the identity of Ali S, a Munich newspaper referred to him by the more politically correct "Joseph T."

On May 22, a 30-year-old Moroccan man was sentenced to four years and nine months in prison for attempting to rape a 55-year-old woman in Dresden. On May 20, a 25-year-old Senegalese asylum seeker was arrested after he attempted to rape a 21-year-old German woman at the Stachus, a large square in central Munich.

On April 16, a 21-year-old asylum seeker from Iraq was sentenced to three years and ten months in prison for raping a 17-year-old girl at festival in the Bavarian town of Straubing in August 2014. On April 7, a 29-year-old asylum seeker was arrested for the attempted rape of a 14-year-old girl in the town of Alzenau.

On March 17, two Afghan asylum seekers aged 19 and 20 were sentenced to five years in prison for the "particularly abhorrent" rape of a 21-year-old German woman in Kirchheim, a town near Stuttgart, on August 17, 2014.

On February 11, a 28-year-old asylum seeker from Eritrea was sentenced to four years in prison for raping a 25-year-old German woman in Stralsund, along the Baltic Sea, in October 2014.

On February 1, a 27-year-old asylum seeker from Somalia was arrested after attempting to rape women in the Bavarian town of Reisbach.

On January 16, a 24-year-old Moroccan immigrant raped a 29-year-old woman in Dresden.
Dozens of other cases of rape and attempted rape — cases in which police are specifically looking for foreign perpetrators (German police often refer to them as Südländer, or "southerners") — remain unresolved. Following is a partial list just for August 2015:

On August 23, a "dark skinned" man attempted to rape a 35-year-old woman in Dortmund. On August 17, three male "southerners" attempted to rape a 42-year-old woman in Ansbach. On August 16, a male "southerner" raped a woman in Hanau.
On August 12, a male "southerner" attempted to rape a 17-year-old woman in Hannover. Also on August 12, a male "southerner" exposed himself to a 31-year-old woman in Kassel. Police say a similar incident occurred in the same area on August 11.

On August 10, five men of "Turkish origin" attempted to rape a girl in Mönchengladbach. Also on August 10, a male "southerner" raped a 15-year-old girl in Rinteln. On August 8, a male "southerner" attempted to rape a 20-year-old woman in Siegen.

On August 3, a "North African" raped a seven-year-old girl in broad daylight in a park in Chemnitz, a city in eastern Germany. On August 1, a male "southerner" attempted to rape a 27-year-old woman in downtown Stuttgart.

Meanwhile, parents are being warned to look after their daughters. Police in the Bavarian town of Mering, where a 16-year-old-girl was raped on September 11, have issued a warning to parents not to allow their children to go outside unaccompanied. They have also advised women not to walk to or from the train station alone because of its proximity to a refugee shelter.

In the Bavarian town of Pocking, administrators of the Wilhelm-Diess-Gymnasium have warned parents not to let their daughters wear revealing clothing in order to avoid "misunderstandings" with the 200 Muslim refugees housed in emergency accommodations in a building next to the school. The letter said:
"The Syrian citizens are mainly Muslim and speak Arabic. The refugees have their own culture. Because our school is directly next to where they are staying, modest clothing should be worn in order to avoid disagreements. Revealing tops or blouses, short shorts or miniskirts could lead to misunderstandings."
A local politician quoted by Die Welt newspaper said:
"When Muslim teenage boys go to open air swimming pools, they are overwhelmed when they see girls in bikinis. These boys, who come from a culture where for women it is frowned upon to show naked skin, will follow girls and bother them without their realizing it. Naturally, this generates fear."
The increase in sex crimes in Germany is being fueled by the preponderance of Muslim males among the mix of refugees/migrants entering the country.

Where are the women?

A record 104,460 asylum seekers arrived in Germany in August, bringing the cumulative total for the first eight months of 2015 to 413,535. Germany expects to receive a total of 800,000 refugees and migrants this year, a four-fold increase over 2014.

At least 80% of the incoming refugees/migrants are Muslim, according to a recent estimate by the Central Council of Muslims in Germany (Zentralrat der Muslime in Deutschland, ZMD), a Muslim umbrella group based in Cologne.

The asylum seekers are also overwhelmingly male. Of the 411,567 refugees/migrants who have entered the European Union by sea so far this year, 72% have been male, 13% women and 15% children, according to calculations by the United Nations Refugee Agency. Information about the gender of those arriving by land remains unavailable.
