Putin's Game Plans

Vladimir Putin loves distracting those he perceives to be his enemies, and thrilling those who swoon over their president's tough-guy adventurer image. His three-day visit with his entourage to Crimea, ostensibly to boost tourism had him flaunting himself as a deep-sea explorer once again, in a submersible, to check out a Byzantine-era shipwreck "It's great, there are lots of objects, amphorae scattered around".

When a reporter had the unmitigated audacity to question whether President Putin was being rather unwise in his lavish spending at a time when the country's economy is undergoing the pain of a recession, the explanation was that his profile would attract publicity and donors to the vital work undertaken by the Russian Geographical Society in its study on "how our state was built, including in this region".

And there, in a nutshell, is Russia's heritage entitlement to the annexation of the Crimean Peninsula. Now, if only Mariupol would obligingly fall into the hands of the ethnic Russian rebels, the job would be near completion, giving Russia the land bridge it needs. This is a Russia which has taken possession of a region of eastern Ukraine costly to maintain with financial problems attendant to its ownership.

And this is a country whose earnings from its oil resources have dipped alarmingly as oil continues to falter to the lowest per-barrel prices seen in decades. The ruble has reached a six-month low against the dollar, requiring deep structural changes to be undertaken in response to the faltering economy. Half of the government's revenue comes from oil, trading now around $42 a barrel, not the $115 seen last summer.

The sanctions that the West imposed over the war in Ukraine that Moscow has been deeply involved with, supplying the rebels with weapons, training, heavy war machines and Russian troops has had their impact. Russia's limited access to foreign capital and upgraded oil industry equipment have all had their effect on the country's economy.

And while Moscow continues to confound and to instill trepidatious fear into the leaders of eastern Europe, Mr. Putin continues to support the butchering president of Syria. Six Russian MiG-31 Foxhound interceptor aircraft from Moscow landed on August 18 at the Mezze Airbase situated in Damascus international airport. Soon afterward giant An-124 Condor transports arrived as well delivering 1,000 Kornet-9M133 third-generation anti-tank guided missiles.

Plans that may be underway between the United States, Turkey, Iran and Saudi Arabia to put an end to the Syrian conflict which has claimed almost 300,000 Syrian lives and caused millions of desperate Syrians to flee their disabled country, many dying in the process of migration to Europe, don't sit well with Vladimir Putin since the plan would also include removing Bashar al-Assad from power.

Saudi Foreign Minister Adel Al-Jubair was personally informed by Russian Foreign Minister Sergey Lavrov that Moscow would never agree to Assad's removal. Just in case Washington and Ankara missed the message that Moscow wouldn't stand for a no-fly zone over Syria or direct intervention in the Syrian conflict, the MiGs and Antonovs represented the underpinnings of a rescue operation on Moscow's part.

For every F-16 fighter the U.S. now deploys at the Incerlik air base in Turkey, it appears that Moscow plans to send a like number of MiG interceptors.
